001 vs 1

Hi.  I'm not sure where to change this.  I'm using the cvs version of speakup and a transport and a speakout.  that was a bad sentence.  anyway on the 
speakout if the number 001 is on the screen it is read as zero zero one.  On the transport if the same number 001 is on the screen the transport reads one.  How 
can I change this if at all?
